Bagmati Province is one of the seven provinces in the Federal Democratic Republic of Nepal as per the three-tier governance provision in the Constitution of Nepal. Rasuwa, Nuwakot, Dhading, Chitwan, Makawanpur, Sindhuli, Ramechhap, Dolakha, Sindhupalchowk, Kavre, Bhaktapur, Lalitpur and Kathmandu are the 13 districts in the province. There are a total of 119 local levels in the province including three metropolitan municipalities-3, sub-metropolis-1, municipality-41 and rural municipality-74. The Ministry of Social Development has been established in Bagmati Province with the responsibility of the social sector development. The Directorate of Education Development under this ministry has been established with the state government.
The Directorate of Education Development has been established for the management of Early child education, school education and higher education at the provincial level in accordance with the spirit of the federal governance system. The directorate has been carrying out works delegated by the Teachers' Service Commission, works related to the management of secondary education examination (SEE), implementation of policies and plans and approved annual programs by the state government. Conducting educational research and updated educational data of Province level. Coordination, facilitation and enhance capacity of human resources working in local level. According to the decision of Province Government, the directorate has been assigned the responsibility of education, science and technology, women, children, senior citizens, persons with disabilities, social security and skill-based training to coordination, implementation and overall management.

Major responsibilities

  • Implementation of Various policies, projects under national, international and UN agreements, declarations and commitments related to education, as well as arrangements for the implementation of national campaign programs at the state level, School Area Development Program, Early Reading Skills Project, Food Program for Education, and all kinds of project implementation arrangements and regular reports under the Sustainable Development Goals to be conducted at the state level
  • Managerial work related to the development of science and technology exploration and research culture in schools and higher education and promotion of teaching systems
  • Assistance to the Ministry in formulating provincial policies and standards related to technical education and vocational training
  • Assistance to the Ministry for approval of provincial policy, curriculum and curriculum for technical education and vocational training,
    State-level
  • Support the Ministry of Social Development in policy, law, administration and regulation of higher education at the state level,
  • Manage of indigenous scholarships for higher education at the state level,
  • Technical support the Ministry of Social Development for formulation of provincial policy and laws of education
  • Develop the quality standards of education at the provincial level, monitoring and testing work
  • Support and facilitate the Ministry to formulate policies, laws and standards for the operation of libraries and museums at the state level and make implementation arrangement
  • Determination and regulation of standards at the state level of service conditions, qualifications and competence of school level teachers,
  • Keep and update provision of permanent teachers' pension, insurance, medical treatment expenses, family pension, family pension, educational allowance and distribution of offspring and gratuity,
  • Work relating to the annual salary statement of permanent teachers,
  • Records of property details of teachers,
  • Policy for the purpose of all types of capacity development programs including in-service for employees, technicians and teachers working in the education sector.
  • Policy guidance for all types of capacity development programs, including in-service, for employees, technicians and teachers working in the education sector,
  • Facilitate the distribution of school-level textbooks at the state level
  • Work related to granting approval for the use of textbooks and reference materials published by the private sector for community and institutional schools,
  • Monitoring, regulating and facilitating curriculum implementation in schools across the state
  • Regulation of scholarship for technical education and vocational training,
  • Collect, process, publish and update educational data at the school and higher education levels within the province in line with the Integrated Educational Management Information System set by the Association.
  • Conduct academic and action-oriented research on various academic issues and mobilize fact-based decision-making mechanisms,
  • Implementation of decisions and legal principles related to education for the state level by the Honorable Supreme Court and High Court,
  • Management of civil schools established at the field level,
  • Management and coordination of testing work, school performance test (audit) work and national achievement test of students under parallel informal education system within the province
  • Coordination and declaration of literate districts and literate provinces to make the remaining illiterate population literate within the province as per international and national commitments
  • Conduct and manage class 10 (SEE) examinations at the state level based on the criteria set by the National Examination Board,
  • Facilitate the Ministry in determining and regulating the service conditions, qualifications, capacity and standards of teacher management of school-level teachers at the state level.

  • Performance of other functions specified in law, including the management of school education and secondary education not specified by the Local Government Operation Act, 2074,
  • Organize institutional structures including women empowerment, gender and child rights, promotion of the rights of senior citizens and the rights of persons with disabilities, social inclusion, protection homes for mentally ill people, day care centers, old age homes, and to conduct special programs for the protection of single women, sexual and gender minorities
  • Conduct preventive, awareness-based and rescue and rehabilitation programs related to child protection
  • Assist in the work related to the end of child labor in coordination with various agencies for mapping, studying and researching child labor to end child labor
  • Formulate and implement necessary programs to end violence and abuse against children and to ensure the social, economic, political and judicial rights of children affected by violence
  • Formulate and implement programs related to women, children, senior citizens and persons with disabilities and sexual and gender minorities
  • Launch special programs to ensure gender equality, inclusion and social justice for the social and economic empowerment of women
  • Implement such programs as a campaign by adopting a policy of zero tolerance against gender violence and to support the reintegration of women and girls affected by gender violence, domestic violence, human trafficking and trafficking;
  • Support the continuation of the campaign to build a dowry-free state and to carry out the girl development program on priority for the multi-dimensional development of adolescent girls
